“Homeland Security”
The protections which the constitutional Militia should provide are always necessary. Yet while evils daily assault America, the protections are denied her. WE THE PEOPLE must correct that situation by calling upon patriotic Americans to revitalize “the Militia of the several States” through their State legislatures for the purpose of providing their States and their country as a whole with true “homeland security”.
“Homeland Security” : “Free State” (Second Amendment) vs. Police State
The Department of Homeland Security was created with the primary missions to “prevent terrorist attacks within the United States”, “reduce the vulnerability of the United States to terrorism”, and “minimize the damage, and assist in the recovery, from terrorist attacks that do occur within the United States”.[1] Yet anyone with a sense for history and language knows that, for very good reason, the very first definition of “terrorism” is the process of “governing” through intimidation, as implemented during the French Revolution.[2] And, since then, self-styled governments the world over have been responsible for more reigns of terror than any other source. For example, during the first eighty years of the Twentieth Century alone, “governments” killed some one hundred seventy million people.[3]
Many Americans are worried that incumbent politicians and bureaucrats, whether intentionally or negligently, will set up a National police state in the guise of “homeland security”—and as Justice Joseph Story observed, in a passage that cannot be repeated to often:
“The militia is the natural defence of a free country against *** domestic usurpation of power by rulers. It is against sound policy for a free people to keep up large military establishments and standing armies in time of peace, both from the enormous expenses with which they are attended and the facile means which they afford to ambitious and unprincipled rulers to subvert the government or trample upon the rights of the people. The right of the citizens to keep and bear arms has justly been considered as the palladium of the liberties of the republic, since it offers a strong moral check against the usurpation and arbitrary power of rulers, and will generally, even if these are successful in the first instance, enable the people to resist and triumph over them.”[4]
By definition, a “constitution” is a charter of defined and therefore limited government. In contrast, the doctrine of “emergency powers” is an apology for undefined and therefore unlimited government. No so-called Constitution subject to the assertion of “emergency powers” by public officials could possibly survive. “The War on Terror” provides a particularly plastic precedent under color of which public officials can manufacture ever-more-extensive, ever-more-abusive “emergency powers”, on the basis of the metaphor of waging “war”.
Revitalization of the Militia enables average Americans to deal with a number of areas in which the Political Class imagines they have complete control and WE THE PEOPLE have no ability to intervene. But they are quite mistaken. One critical function a revitalized State Militia would act upon immediately is reinstitution of constitutional “Money”—silver and gold based upon the the constitutional “dollar”. Thus enabling Americans to walk away from the unstable “Con Game” Fiscal System—the Federal Reserve System— and reinstitute the Constitutional Fiscal System.
