The States possess “the police power” “in their sovereign capacity touching all subjects jurisdiction of which is not surrendered to the federal government” (Nebbia v. New York, 291 U.S. 502, 524 [1934]). So “the police power” subsumes all of the sovereign powers of a State government reserved to it by the Constitution of the United States.
